Bicycle and Pedestrian Provisions of the Federal-aid Program
Section 217 of Title 23 of the U.S. Code calls for the integration of bicycling and walking into the transportation mainstream. More importantly, it enhances the ability of communities to invest in projects that can improve the safety and practicality of bicycling and walking for everyday travel.

In 1991, Congress passed landmark transportation legislation, the Intermodal Surface Transportation Efficiency Act (ISTEA), that recognized the increasingly important role of bicycling and walking in creating a balanced, intermodal transportation system.

The National Bicycling and Walking Study, published by the U.S. Department of Transportation in 1994, translated this renewed interest in nonmotorized travel into two specific goals: to double the percentage of trips made by foot and bicycle while simultaneously reducing the number of crashes involving bicyclists and pedestrians by 10 percent.

Subsequent legislation provides the funding, planning, and policy tools necessary to create more walkable and bicycle-friendly communities.

A bicycle transportation facility is "a new or improved lane, path, or shoulder for use by bicyclists and a traffic control device, shelter, or parking facility for bicycles." The definition of a pedestrian includes not only a person traveling by foot but also "any mobility impaired person using a wheelchair." 23 USC Section 217 (j)(1)

This entire disaster with BP is idiocy. The measure of petroleum spewing into the Gulf of Mexico skyrocketed by 1000's of drums Wednesday right after an undersea robot plainly struck the containment cap that has been capturing petroleum from BP's Macondo well. I question how much destruction this whole oil spill is going to cost the ocean when it's all over

This whole issue with BP is ridiculous. The amount of spilling into the Gulf of Mexico jumped by 1000s of drums Wednesday right after an undersea robot ostensibly shook the containment cap that has been catching crude from BP's Macondo well. I wonder how much devastation this entire disaster is going to cost the Gulf when it's all over

BP have to do something to this thing grr!

The gulf oil spill is without doubt one of the most disgraceful catastrophes of the 21st century. While the attack of 9/11 was limited to that relatively small area of ground zero, this oil spill has effects all the way out across the ocean, impacting wildlife, long stretches of coast and also local tourism and other industry. I truly hope that this disgrace to BP is sorted out as soon as possible.

The gulf oil spill is without doubt one of the most terrible events of this century. While the attack of 9/11 was limited to that small space of ground zero, this oil spill has effects all the way out across the ocean, upon innocent animals, formerly beautiful coastline and also local tourism and other industry. I truly pray that this atrocity is sorted out as best as is possible.
